Your company has more AI agents running right now than you think.
Some of them you bought. Some of them came bundled with SaaS you already pay for. Some of them a team built on a weekend to clear a backlog. A few of them were left behind by a vendor pilot that nobody remembered to shut down.
OutSystems' April 2026 research puts numbers on the pattern. 96% of organisations are now using AI agents in some capacity. 97% are exploring system-wide agentic strategies. 94% say sprawl is already increasing complexity, technical debt, and security risk. Only 12% have a centralised platform to manage it.
This is Shadow IT with a faster half-life. And most CEOs are about to discover it the same way they discovered the last one: when something breaks in production and no one can tell them which system caused it.
How We Got Here in 18 Months
Agent sprawl did not appear because someone made a bad decision. It appeared because every path of least resistance led to the same place.
Path 1: The embedded agent you did not procure. Gartner's forecast is that 40% of enterprise applications will ship with task-specific AI agents by the end of 2026. Your CRM vendor added them. Your ticketing tool added them. Your document platform added them. You did not buy these agents. You bought the software that now includes them. Your procurement team reviewed a renewal, not an agent rollout.
Path 2: The team-level build. A product manager discovered that a two-hundred-line Python script plus an LLM could kill a three-hour weekly report. They built it. It works. Six months later, three other teams have copies of it with modifications, none of them versioned, none of them on an inventory.
Path 3: The pilot nobody closed. A consulting firm ran a proof of concept last year. It used a vendor API, a cloud account, and service credentials that still exist. The agent still runs. The consultants left. The only person who could explain what it does is on parental leave.
None of these paths required a board decision. All of them added surface area your security team is now responsible for.
The Four Costs of Sprawl
Before you can govern this, the executive team has to agree on what sprawl actually costs. It is not one thing. It is four.
Technical debt. Each agent is a small integration: APIs, credentials, prompt templates, eval sets. Multiply that by a few hundred across a company and the maintenance burden starts to exceed the value. Writer's 2026 Enterprise AI report found that 79% of organisations report challenges in AI adoption, a double-digit jump from 2025. A material chunk of that friction is old agents nobody wants to touch.
Security surface. Every agent has credentials. Every agent talks to at least one system. OutSystems found that 38% of organisations globally mix custom-built and pre-built agents inside the same stack. That is a credential-management problem, a data-leak problem, and an audit problem all at once. Your CISO cannot defend what they do not know exists.
Attribution chaos. When you cannot tell which agent is responsible for a revenue lift, a cost cut, or a customer complaint, you cannot fund the winners or kill the losers. NVIDIA's 2026 State of AI report shows that only 29% of organisations see significant ROI from generative AI, and only 23% from agents. Some of those agents are working. The ones that are not working are hidden inside averages.
Vendor lock-in by accumulation. Every embedded agent is a quiet extension of your dependency on the SaaS vendor that shipped it. The more your operations rely on agents you did not design, the harder it becomes to renegotiate, switch, or insource. You are not locked in because one contract is onerous. You are locked in because twenty of them collectively are.
A Five-Step Consolidation Playbook
You do not solve sprawl by banning agents. You solve it by turning a messy reality into a governed one. Here is the order that works.
1. Inventory.
Before anything else, you need a list. Every agent, where it runs, which systems it touches, which team owns it, and whether it is in production, pilot, or abandoned. The inventory takes two to four weeks and is almost always uncomfortable. Expect the first version to find twice as many agents as the executive team thought existed. Expect at least one of them to be connected to a production database nobody authorised.
2. Platform decision.
Once you can see the landscape, you make a deliberate call: do we consolidate onto one horizontal agent platform (NVIDIA's open agent platform, OpenAI Frontier, a hyperscaler offering, a specialist like C3), do we standardise on the embedded agents inside our existing SaaS, or do we run a hybrid with clear rules about which workload goes where? There is no universally correct answer. There is only a clear one, made on purpose.
3. Guardrails.
Every agent in production needs the same baseline: logged actions, a named owner, credentials managed centrally, access scoped to the systems the agent actually needs, and a test suite that runs before every change. If that sounds like software engineering hygiene, that is because it is. Agents are software. The fact that they were prototyped in a notebook does not change the standard.
4. Cost attribution.
Every agent needs a budget line and a metric. Not a shared "AI" line. A specific one: which team owns it, how much it costs per month, what it is supposed to improve, and how you measure that improvement. If the agent cannot be tied to a metric, it should not be running. This is the single fastest way to cut the sprawl in half without banning anything.
5. Kill-switch policy.
Write down, before you need it, the rules for shutting an agent off. What triggers a review? Who signs off on retirement? How do you migrate the workload back to humans or another system if the agent is killed? Most organisations discover this policy in the middle of an incident. You want it in place before.
What Good Looks Like in 90 Days
A mid-market company that starts today can be in a defensible position by the end of Q3. The shape tends to look like this:
- Weeks 1 to 4: inventory complete, executive briefing with real numbers on agent count, owners, and risk concentration.
- Weeks 5 to 8: platform decision made, consolidation roadmap agreed, five highest-risk agents brought onto guardrails first.
- Weeks 9 to 12: cost attribution live, metrics reporting monthly to the executive team, kill-switch policy approved by legal and security, retirement list for the first round of dead agents.
This is not ambitious. It is hygienic. The companies that will struggle in 2027 are the ones that let another year pass without doing it.
The Governance Question Boards Will Ask in 2027
At some point in the next twelve months, a board member is going to ask a version of this question: how many AI agents are running in our operations, and who is responsible for each of them?
The CEOs who can answer in a sentence will look like they built a system. The ones who cannot will look like they built an exposure.
The good news: the answer is a decision, not a transformation. You pick a platform, you pick a standard, you pick an owner, and you enforce the three across the business. Agent sprawl is not an AI problem. It is a governance problem wearing AI clothing.
